Ryze has a higher team impact R than LB. And if you combine it together with a pretty good wave clear Ryze can very quickly and freely help other lines.

LB in the early game has a very weak clear only later has some impact through her high dmg which does not change the fact that she can be killed quickly G2 vs MAD is a good example, Caps was very feed to TF Humanoid. Your data assumes they play the same role always while also being equally hard to play.

You also assume equal pick rate when you talk win rate otherwise these can't really be compared, yet you are comparing them. Ryze is significantly easier to play and can play several roles, whereas Leblanc is almost solely a mid, with a higher skill ceiling. When doing buffs and nerfs you have to look into everything, which includes these things. I'm not going to comment on whether what is being done is right or not, but you have to take more things into consideration. Yes it's a statistic but you need more to back it up, it cannot stand alone. Most people would agree that Ryze is the more difficult and higher skill cap champion of the two. That explains the solo queue discrepancies. I personally only followed LCK and LPL wherein both pick and win rates were relatively even, maybe even favouring ryze.

Ryze is one of the easier champions in the game while lb is one of the most mechanical intensive champions..
