Why is imap in outlook so slow

And I tell my clients that if they need to send mail and fetch new mail, to close Outlook, wait a few seconds for it to close in the background and then launch it again. Maybe whatever ME tells outlook to not sync already synced email, is not working. Come on ME peeps, look into this.
